The Prevention Department is responsible for formulating national education and prevention policies, developing prevention programs, and coordinating between the activities of all relevant ministries and public entities.
The Prevention Department works in close cooperation with various ministries, among them, the Ministry of Education and Ministry of Social Affairs and Social Services, for developing new prevention programs for the general and specific target populations. This is based on research findings and actual needs.
IADA efforts to have led to the inclusion of a substance prevention program into the Life-Skills program, which is an inclusive part of the educational curriculum, from kindergartens to 12th grades. At each grade, the prevention program focuses on a different topic based on the age of the students, ranging from substances which are harmful to the body, cigarette smoking and driving while intoxicated.
In addition, the Department works closely with the department for Human Resources Development at IADA to develop workshops specifically tailored for parents and youth counselors.
A comprehensive approach
The Prevention Department is responsible for developing a wide variety of programs taking into account individual and social components, aimed at shaping attitudes and values to reject drug use.
The comprehensive approach promoting a healthy life style begins as early as kindergarten children and continues until adulthood, and focuses on developing and using one's inherent resources and strengths. The programs and activities focus on identifying high risk factors and reinforcing protective factors and positive influences and strengths among children and youth in general and among specific high risk populations in particular.
Internal risk factors (weakness, curiosity) and external risk factors (temptations, alienation, and environmental problems) are present in every day life. In most cases these factors don't lead to alcohol and drug use, and people adopt a healthy positive life strategy. The key is to understand what leads some to take the normative road and others to succumb to the pathology of drug use.
IADA's prevention work is based on the salutogenic approach, a continuous and value structured approach, which teaches one to cope in a rational matter and to make the right choices in various situations. The work focuses on the entire population, differentiating between the different prevention levels.
Universal level - Focusing on the entire population
Selective level - Focusing on high risk youth groups (based on epidemiological surveys)
Indicative level - Focusing on very high risk individuals, or individuals who experiment with drugs and require individual treatment and attention
Environmental Prevention Strategy
Aimed at the entire society, the strategy focuses on common values and customs regarding drug related issues. This approach works principally at the social, community and cultural levels, with the goal of reshaping opinions regarding harmful substances use and promoting an atmosphere that rejects drugs.
Prevention programs are most effective and significant when they combine interactive methods that are specifically tailored to particular target groups. Thus, at all levels of preventions, programs are developed with the needs of specific populations in mind: parents, new immigrants, different sectors and gender, employees, soldiers, etc.
There is also of course, a strong relationship between treatment and prevention. In the course of prevention programs, substance abuse problems often arise, which require intervention in terms of educational, counseling and treatment levels. While educational professionals deal with prevention and treatment professionals focus on treatment, there is an obvious interaction between them, and both sides must be aware of what is available in each field and know to seek assistance.
Current research shows that most of the efforts to combat the plague of drugs and alcohol should be aimed at the community level. The relationship with other bodies such as health, welfare, education, immigration, law enforcement organizations is critical and we work in complete cooperation with them.
